Andrés was born in Quito, Ecuador. He is a Ph.D. in Administrative Sciences at University of Minho, Braga, Portugal. He holds a Master’s Degree in International Territorial Studies in the field of Energy Security Studies from the Department of International Relations and European Studies, Masaryk University, Brno, Czech Republic. In addition, he holds a Bachelor´s degree in Finance and Accounting, both from the Pontificia Universidad Católica del Ecuador. Andrés has worked as Financial and Administrator Coordinator in the Ministry of Economic and Social Inclusion of the Ecuadorian Government. Also, he has worked as Financial Analyst in the Municipality of Quito, Ecuador. Currently, Andrés is developing his Ph.D. thesis in the field of policy agenda setting in Latin America´s progressive governments. Andres is a multi-skilled professional with a proven track record in financial analysis, project management, policy, risk analysis and energy security.
His areas of specialization are financial analysis and accounting; energy security specially in petroleum, natural gas, coal, biomass and renewables; energy and resources management; energy efficiency.
